Interior liner

Hi,
In water Treatment plant, DAF Process. Inside of two chemical rooms specified UPVC liner(Type1 Grade1). One room has Sodium Hypochlorite and other has PAC(Ploy Aluminum chloride). We have suggestion round the table meeting to use HDPE liner (it also called as PUCK board).
My question is
Which has better for chemical resistance?
Which has less tendency of expands?

The HDPE will probably stand up to the hypochlorite a little better than UPVC. However, the thermal expansion of HDPE is greater.
