Intermediate Reinforced Masonry Shear Wall

I am designing an intermediate reinforced masonry shear wall and wondering if I should use Equation 2-28 (safety factor 2 for ordinary reinforced) or Equation 2-29 (safety factor 4 for special reinforced) to get the allowable shear strength? I am using MSJC 2011.

Equation 2-29 specifically says it's for special shearwalls, so I believe you should use equation 2-28.
