Internal Blind Keyway 1

I am in the need to find tool and/or equipment to produce blind internal keyways. Our current process is absent of CNC machines. The internal keyway depth needs to be same depth a bore hole depth. We currently achieve this by through broaching and then welding two parts together to achieve one completed unit. I would like to remove the extra processes and look for the correct procedure. Any help would be appreciated.

Sometimes older is better. I have cut keyways such as this with a shaper when the bore diameter is large enough to allow. Be forewarned that it takes a while and that the general wisdom is that you can make anything you want with a shaper... except money.
