Saw a post calculation via internet on crack width of the pile, it state secondary parameters used in evaluation of crack width of the pile by using the diagram below, just wondering how to get the value of Cc, Cs and Ts. Anyone can help. Thanks

It looks as though the solution would be on page 2 of 2 of the example you posted. However, this is a fundamental reinforced concrete calculation. Look up "concrete interaction diagram" in a textbook or online. There are many explanations available.
