The provision 1810.3.11.2 has minimum anchorage requirement of piles. It said: "...Anchorage shall develop a minimum of 25 percent of the strength of the element in tension. ..." In this sentence, is it safe to consider that "the element in tension" include pile's tension capacity developed by the friction between the pile and the soil?
