Interpretation of " QW-360 WELDING VARIABLES FOR WELDING OPERATORS"

Hi Friends

I have a small doubt and i need experts clarification

QW-360 WELDING VARIABLES FOR WELDING OPERATORS
QW-361 General

A welding operator shall be requalified whenever a
change is made in one of the following essential variables
(QW-361.1 and QW-361.2).There may be exceptions or
additional requirements for the processes of QW-362,
QW-363, and the special processes of QW-380.

I wish to know the meaning ( interpretation of below line )

" There may be exceptions or additional requirements "

"Excepions"...... The essential variables of QW-361.1 and QW-361.2 may not be imposed to requalify the welding operators if so specified by QW-362, QW-363 and QW-380.

"Additional Requirements"...... The essential variables of QW-361.1 and QW-361.2 plus any additional additional requirements (i-e additional variables) of QW-362, QW-363 and QW-380 may require requalification of welding operator.

Thanks for elaboration , what i understand that QW-361.1 & QW-361.2 are essential variables and QW-362, QW-363 and QW-380 variables may not be imposed for qualification of Welding Operator.

Now question is

Is its mandatory to refer the QW-453 for Welding Operator qualification ?

( Kindly note that QW -380 is referring QW-453 for qualification )
