Interpretation "CLOCK-OPERATED SWITCHES û UL 917"

I am designinng a Plug-In timer which is going to be evaluated by UL. I am reading the following Clause but makes no much sense to me:
6.6.2.c "The shortest distance between an opening and the bottom of an enclosure or a wall-mounting
surface shall be at least one-quarter of the enclosure height or depth, respectively, or 1 inch (25.4
mm), whichever is less"
It means that if I have an enclosure of 30 mm height the opening should be at 7.5 mm from the bottom? Isn´t this weird? They say they prefer the smallest distance???
