interpretations of Y14.100 6.8.1 in regards to changing PIN's during a revision...

I'm looking for opinions on the interpretation of ASME Y14.100 6.8.1 in regards to when to change a part ID. specifically:

"when the previous version of an item is limited to use in specific articles, or models of articles, and its new
version is not so limited. A new PIN shall also be assigned to all subsequent higher assemblies up to the level at
which interchangeability is reestablished."

When the decision is made to have selected use up of previous version parts not due basic function, fit, form, or safety but rather as a marketing decision on a product improvement (new material selected for a component to offer better performance), would this warrant a new part number for that component? If creating a part number change at the component level for this change, should it not require a change in part number to the customer deliverable assembly as the interchangeability to the customer performance at the top level assembly would also change?

Looking for opinions...

If you need/want to be able to tell whether at the customer level they have the new material then you should use a new part number.

If you don't plan on tracking whether any specific customer unit has the new material and it's truly forward & backward compatible/fully interchangeable then you don't need it.
