3-create a work plane thats perpendicular with your hole axis and use it.

Dear Sir,
Thank you for your promp reply...

It's OK to do with taking parallel plane to upper most point.
But for manufacturing point of view, we need provide drill bit length. In that case how to use this feature, let me know.

Drill bit length from what???? what point? where to where?

Create your plane at whatever height they are going to touch the tools off at (but its going to be the upper most point assuming they are starting with a block of material and not a part with the inclined plane already there.. or whatever you consider the 0 point in the Z axis
Surely they aren't going to touch off tools on an angled surface.
