Is 10B21 steel equivalent to AISI 1020-1030 steels? 2

A Chinese supplier is telling me that 10B21 steel is equivalent material to AISI 1020-1030 steel.
My material lab tells me that the chem analysis indicates that the material is AISI 1021.

My customer specifies AISI 1020- 1030 material and I'm concerned about providing what he specified.

Standard SAE 1021 would not have boron above 0.0005%. The 10B21 will have between 0.0005 to 0.003% Boron and the manganese content may be above the 1020 range of 0.60 to 0.90% Mn.

The general use of a drawing note "1020-1030" means that any grade from 1020 to 1030 in SAE J403 (or ASTM A 29, etc.) is acceptable, which would give a list of the following grades: 1020, 1021, 1023, 1025, 1026, 1029, 1030. I would add the caveat that if there is a heat treatment requirement, e.g. quench and temper to 28-38 HRC, then any of the above grades with a boron addition would be acceptable. If it is the latter, then 10B21 would be acceptable. If it is the former, then you are in a really gray area.
