I'd be more worried about NO2, which will get more problematic the higher your flame temp, hence efficiency, is.

Combustion is OK, exhaust emissions aside, but toxicity is seen as a major issue for widespread adoption.

Yup... I understand that was the reason for CFCs... They didn't realise there were some down sides to it.
