Is it mandatory to consider hydrotest pressure 1.5 times of design pressure for process piping? 1

Greetings!
Can we perform hydrotest of process piping (not atm pipe) less than 1.5 times of design pressure? If yes, in which condition and does b31.3 allow us to do?

but its saying "the test pressure may be reduced to the maximum pressure that will not exceed the lesser of the yield strength or 1.5 times a component rating at test temperature" this 1.5 times a component rating is confusing me, can you please elaborate this?
 
An example: I am to test a GrB CS piping system with a design P/T of 740 psig @ 650°F. The required hydrotest pressure would be 1240 psig per 345.4.2(b). I have a component (valve, instrument, etc.) present in the piping system to be tested that happens to be only rated at 750 psig at test temperature, so I am allowed to reduce the hydrotest pressure to 750 x 1.5 = 1125 psig.

You can also test piping with a vessel, as a system and do it to the vessels hydrotest pressure per 345.4.3, with some conditions.
