Is it possible to avoid radiographic examination using AD-Merblatter ?

I'd like to justified calculus of a pressure vessel using german design code AD-Merkblatter and I don't want to make non-destructively test.

It is permited in ASME VIII by using a efficient joint of 0,7. The same is stated in European Directive 97/23/CE.

My question, if anyone is familiar to AD-Merkblatter, is to now if I can use a joint efficient of 0,7 (instead of 1 or 0,85) and have no obligation by this Code to make radiographic examination. Is it stated or accepted anywhere?

In AD -Merkblattet the extent of RT/UT is depending on the material , heattreatment and type of joint (long weld / circumferential/ weld crossing)and proven experience in some cases.. It is layed down in chapter HPO. No NDT is not possible.
