Is it safely isolated??

I am interested to know the various international safe isolation procedures for "low voltage" installations.
In N.Ireland we follow a UK industry recognised code which stipulates the following;
Use an approved voltage indicator: 1.proove tester on known source. 2.Isolate circuit.3.Test circuit with approved indicator between all live conductors and between all live conductors and earth. ( neutral is regarded as a live conductor ). 4.Re-proove indicator. 5. Lock off, post notices etc.
The problem is that it is imperative that there is a reference earth. This is something often overlooked by the less wary. Do other standards see this as imperative? Regards,
