Is leak test mandatory under lethal service per ASME VIII-1?
I reviewed the ASME VIII-1, and find no clause dictate such requirement. Is leak test mandated somewhere else? and do you think leak test shall be mandatory under lethal service?

No such requirment thru 2017 Ed. Due to the non-specific nature of the lethal service I don't think Code should mandate it. Leave it to the owners who know the particulars. My opinion

The Codes are are minimum standard. Best engineering judgement must be done for safety. Regardless of Codes mandatory requirement or not, I would go for the leak test.

AS far as I know, China's Standard mandates leak test for lethal service, but China's Standard mandates such test subsequent to Hydrostatic test, while ASME BPVC V recommends leak test prior to hydrostatic test. i'd like to further the topic that what are the cons and pros of ASME's sequence.

The hydrostatic pressure test can only detect water leaks, obviously. But this is not called "leak test". See ASME V.
The leak test is detected with gas.
There may be leaks during the pressure test not detected with water.
The owner/user must determine what level of leakage is not allowed.
Therefore, it is necessary to perform a leak test after the hydrostatic pressure test.
Leak Test is not required in ASME VIII Div 1 for lethal service.
