Is S690 grade steel a suitable replacement for 450EMZ?

Hi,

450EMZ is a low sulphur, high strength plate steel (approx. 600MPa tensile strength).

Would S690 be a suitable alternative material - particularly in terms of ductility / toughness? I realise that it is a higher strength material, but am concerned about its z-axis ductility.

Application is a swivel flange for an offshore riser.
