Is Section IX QW-403.6 minimum thickness applicable to St/Steel 304 SAW butt weld? 1

I have a Stainless Steel 304 butt welded (SAW) with a MDMT of -196°C.

The base metal and HAZ are exempt from impact testing per UHA-51(d)(1)(a).

The weld metal is not exempt from impact testing per UHA-51(e). The PQR therefore has impact testing.

For the minimum coupon thickness, QW-403.6 (minimum base metal thickness when impacted testing is required) supplementary essential variable is contained within the base metal section (QW-403). A vendor is claiming that QW-403.6 only applies if the base metal requires impact testing and that if only the 'weld metal' requires impact testing then this supplementary essential variable QW-403.6 does not apply.

Where does is specify that if any zone (base, HAZ & Weld) needs impact testing than QW-403.6 applies? QW-251.2 gets close. however only mentions materials rather than zones.

who can interpret this answer detailedly.

 
The meaning of this interpretation is, that only QW-451.1 is applicable and there no further limitations for the lower limit of the qualified base metal thickness (QW-403.6 is not applicable) if the base metal is exempted from impact testing by the applicable code of construction.

However this is not happens in your case, because of UHA-51(b):
"UHA-51 (b) Required Impact Testing for Welding Procedure Qualifications. For welded construction the Welding Procedure Qualification shall include impact tests of welds and HAZs made in accordance with UG-84(h) and with the requirements of UHA-51 (a), when any of the components (either base metal or weld metal) of the welded joint are required to be impact tested by the rules of this Division."

ASME VIII/1 is the code of construction and gives the direction for the use of the reference code ASME IX. That means acc. to ASME VIII/1, UHA-51(d) and in conjunction with ASME IX, QG-105.3 paragraph QW-403.6 is applicable.

ONE/TÜV/BV was a Joint venture of Bureau Veritas and TÜV Nord. But this company was terminated in 2013/2014. Both parties have now their own “ASME-website”. In addition some Employees have established a new company CIS GmbH Consulting Inspection Services with an additional ASME Forum.
However unfortunately all of these forums have not the same level like the old onetb forum.

fleischfresser, there also appears to be a more recent interpretation that contradicts the IX-86-48 provided above. Does ASME withdraw interpretations? Or does the most recent apply?

Question(s) and Reply(ies): Background: A welding procedure specification is being qualified in accordance with a construction code requiring impact testing for WPS qualification. However, the base material and, by extension, the HAZ are exempt from impact testing by the construction code, so impacts are required for weld metal only. The procedure qualification test will be performed on a plate coupon that is 1 inch thick.

Question: Is the base metal thickness range qualified based only on the dimensions specified in Table QW-451.1?

Reply: No, QW-403.6 applies.

The latest interpretation always takes precedence over an older one so show it to your vendor and hopefully it will be end of story,
