Is Sheet Format an implicit block ?

When you edit sheet format, are you editing an implicit block ?

Asking, because if it is then it would explain certain things (problems) - thou not all the problems I have

When you eidt sheet format your editing the sheet format.

You can save those Title blocks off as files File\Save as Sheet Format - which is something all users should do.

But to answer your question - No it isn't a block.
