Typically, for ASTM and ASME Standard specifications, if hardness testing is required it is specified in general terms. If specific hardness values (like VHN or BHN or HRc) are not required or mentioned in a standard specification, it is up to the vendor and user to agree upon what type of hardness test.

So, using Equotip portable hardness testing may be permitted by ASTM or ASME Standards, but not required or recognized. You should still have a procedure for the portable hardness testing and calibration standards.
 
This may be of help; per SA-370, portable hardness testing is permitted "...as described in Practice A-833 and Test Method E110..."

Rebound hardness is quite useful in specific applications, but not all.

 
Many external inspectors do not accept equotips values. This test is based on rebound technique and results can be influenced by several factors. At best,it can be indicatie but not conclusive. I have always had difficulties in high hardness range (>52RC).

The Equotip by Proceq is recognized in ASTM as A956 (Leeb Hardness testing). Sticking to the procedures outlined in the standard and the Instructions will give accurate results from this type of tester. It is only when people do not stick to instructions on cleanliness of the impact device and forget the effects of deacrburization on steel surfaces, that inaccuracies occur.

I recommend you read the instruction manual carefully. There are thickness limitations and the surface prep is very important.
