Is there a product or treatment that will slow down or arrest corrosion that has already begun to flake on carbon steel?

You could try phosphoric acid.

The good engineer does not need to memorize every formula; he just needs to know where he can find them when he needs them. Old professor
 
No, you will need to remove the rust, prime and re-paint. Anything else is a waste of time.
 
Or, combine the recommendations; power brush to remove as much rust as possible, then "conversion" (phos acid) treat. That can give reasonable protection from weather.
 
One of my former colleagues, a chemist, used to swear by wash primer (a conversion coating with H3PO4) for stuff like this.
