I have a case where I am bolting a piece of hardware to a plate. I created one 1/4-20 threaded hole, and patterned the hole to match the 4-bolt pattern on the hardware. I need to place this piece of hardware 4 places on the plate. I'd like to have the ability to pattern the pattern I just created, but it doesn't appear to work this way.

Any ideas on the best approach to this?

Here's an easy way:
Instead of doing a hole and pattern it for getting 4 holes, do an extruded cut where you'll have 4 circles as your sketch, and this way you get your first group of 4 holes. After that create a pattern with as many groups of 4 holes as you want.

Create a local group of your original pattern and a Datum CSYS used as a reference for the holes. Then you would be able to do your second pattern as a patterned group. I'm almost certain this will work.

You can possible also do the same with a reference pattern, but the first method I described would be easier
