We have a steam turbine rotor in our plant that we need to send out for refurbishment. Hence, I need to provide a SOW for the activity. I've never done a refurbishment SOW before, does the following make sense?

SOW:
- Inspection: Including but not limited to:
As found clearances to be recorded
As found balancing check to be done
Checking for thermal bow
As found run out to be done
Visual inpection to be done checking for signs of yeilding, wear, fretting, etc.
NDE to be done.
- Rotor Disassembly
- Rotor components to be abrasively cleaned
- Removal of any previous balancing weights
- Removal of seal strips
- Glass peening
- Laser cladding (where required)
- Thermal bow to be corrected (if present)
- Shrouds and blades to be replaced as needed
- Threaded parts to be inspected and repaired.
- Reassembly
- Balancing to be done. At 1000 rpm with a max residual balance of 5gr-in. (Must provide certification)
- Run out

I'm certain I'm forgetting some obvious points.

Need to define acceptable tolerances:
- thermal bow
- wear
- fretting
- clearances
- threads
Then define criteria for blade replacement.
And define criteria for NDE indication acceptance or rejection.

There is no one else in your plant that has done this before??
There are no previous SOWs for this available in your plant??

I will run it by another engineer and maybe OEM before sending the final SOW, but I want to be as thorough as possible.
