1) This is what i have understood (is it correct)

Till 2001 was only NACE MR 0175 things were OK.
But subsequently NACE MR 0175/ISO 15156 was introduced in 2001 and from 2001 till 2003 there were 2 "MR 0175" standards (Non ISO version and ISO version).

After 2003 there is only MR 0175-ISO 15156 and the latest is 2005 addenda.

2) Now the issue

Our project specification (USe contractual specification) specifies NACE MR 0175 latest edition.

Does this mean NACE MR 0175 or NACE MR 0175-ISO 15156

Yes we could ask the user for clarification, but i am doing the home work first before i take up the matter with them.

3) If it were NACE MR 0175-ISO 15156 and if the service has traces of H2S, then, is it a foregone conclusion that all the vessels/Welded Pipes/Fittings (Carbon Steel) made out of Plate require HIC testing?

4) When the non ISO version of NACE MR 0175 (American version) was in vouge, HIC testing, if required was to be specifically requested as the reqirement and was supposed to be brought to use if the service partial pressure and temperature requires HIC testing.

5)It is my understanding that for NACE MR 0175-till 2003 (Non Iso version), there could be Carbon Steel Plates qualified to be used in Sour Service and duly certified by the plate manufacturer meeting the NACE MR 0175, with out HIC testing, provided it meets all the other requirements specified in NACE MR 0175 is met.

6) It is my understanding that for NACE MR 0175-ISO 15156 for all carbon steel components made out of plate, whether or not a specific mention is made as regards HIC testing requirement, HIC testing of plates are required and frequency is to be decided by user and supplier.

I can't address the NACE history question, but there are other specialists on the forum to whom it will be no problem.

My comment on your situation is that you must have based your bid/proposal on something, either one of the possibilities. I would recommend going to the Owner's engineer with a Clarification Request stating your bid/proposal basis and asking the question. Should they differ and there is a cost associated, you will have the basis of a claim.

That is from where you are today. In hindsight, it is always better to clarify these issues up front, but sometimes they do fall thru the cracks.

2) The version that your contract demands is NACE MR0175/ISO 15156:2003 with the additional technical corrigenda of 2005.

3) No.

5) Your understanding is correct.

6) Your understanding, as written, is not correct. HIC testing shall only be required if specified by the "equipment user" after considering HIC when evaluating flat rolled, carbon steel products. There is no mention of the supplier taking part in the 'consideration' process.

SJones was kind enough not to point out my utter & complete oversight, and you've probably already figured it out, but there is no basis for claim as I noted above. I missed the reference to "latest edition" in your original post above. Sorry.
