Is Wedling Consumable Class Certification Mandatory?

Dear Friends
Curently we are engaged in building new Semi-Submersible classed to DNV. We have for Piping GTAW/SMAW PQR Qualified to ASME IX / ABS Rules. Attending DNV Surveyor insist on using Consumables approved by DNV Class.

SFA 5.28 - ER80S-Ni1 for GTAW used in the PQR

Is there such manadatory requirement eiher in ASME / AWS D1.1 Codes?

Per ASME IX, welding filler metal Class is an essential variable when impact testing is required.

It would seem logical but that would require the Engineer or Purchasing agent to actually determine the jurisdictional requirements and impart them into the Purchase documents. Perish the thought! It's so much easier to build it like we always have - or so it would seem from recent experience.

Your surveyor is right. I assume that the electrode is not approved by DNV Class?

It is not an issue of logic. Is it Mandatory? Is it called in DNV Rules or ASME Code?
Most often we use Kobelco/ Esab Consumables and Kobelco as manufacturer and even some of its consumables approved by DNV Class as well but NOT all.
At the same time it is almost impractical or not cost efficient to get all the consumables certified to Classification Societies, isnt's it.And at the same time allmost all welding consumables manufactured in conformance with ASME SZect II - Part C.Isn;t it enough?

With regard to the DNV requirements, ask your DNV Surveyor to quote the applicable governing section/clause/paragraph if you do not have access to the DNV documents/Codes. Since your company is in the business of manufacturing items subject to DNV, would it not seem logical that your company purchase the appropriate documents? Similarly if your Company manufactured items to the ASME Boiler and Pressure Vessel Code, it is incumbent upon your company to possess the appropriate ASME Code Sections.

You have been advised regarding ASME IX requirements as to AWS classification essential variables regarding qualification.

It's not required per ASME rules, but, then if you're building to DNV rules that really doesn't matter. My experience in working to DNV rules is limited to topside equipment. In the particular case I'm thinking of, the applicable DNV rules addressed consumables and specified those approved by DNV or those qualified on the PQR.
I'd suggest you review the DNV rules that apply in this case.
 
I think there's possibly a bit of a terminology issue going on here. The DNV Surveyor is requiring, probably rightly so, that the consumables have an appropriate DNV TYPE APPROVAL. The consumables can have all the other ASME, AWS, and so on CERTIFICATION one likes but if they don't have DNV TYPE APPROVAL, they don't get used!
