It so states in a middle east Oil company spec. I was thinking that someone with experience of using the ISO specification plate would know why. I see that HIC testing is a requirement for flat rolled products as plates because of Sulphide inclusions in the material structure interstices.

Some companies have a belief that the manufacturing process applied to plate to achieve Z grade properties also provides resistance to HIC that does not need confirmation by HIC testing.

Can you think of the relevance of the through thickness properties and resistance to HI cracking?

Sulphide shape control in steel making would be the first thing that springs to mind: it would have an effect on both properties.
