Please i need know if AI accepts that NDT operator will be qualified according ISO 9712 in lieu of recommended practice SNT TC 1A.

As XL83NL states you have provided too little info.
The acceptability of NDT personnel is usually dealt with in contract documents and/or project specifications (when there is a crossover between US and European codes/standards).
A lot of projects I have worked on in the Southern Hemisphere using ASME or API codes will not accept SNT TC 1A qualifications as they are "in house" qualifications - the project specs require third party qualification eg. ISO 9712.
