ISOLATING JOINT ADDITIONAL PROTECTION

Have you ever seen addtional protection on isolating joint that protect the hub section from sparkling or current leakage?
In a specification used for Isolating Joint there is the following statement:

"An external plastic sheath shall be applied over the external paint coating in the area of the hub in order to provide added protection against sparking and current leakage. The sheath shall extend for a minimum of 200mm to either side of the insulated space between joint sections."

Which type of protection shall be needed? Is it a shrinkable sleeve? Is it an additional coating?

The sheath shall extend for a minimum of 200mm to either side of the insulated space between joint sections.") in the literature from the Isolation Flange manufacturer then you should ask them. They wrote it so they must know what it means.

The statement it is in the FEED documentation used to receive offers from Vendor. Now the Vendor ask me what does it means and I don't know who wrote this sentence, otherwise I had obviously asked him. anyway I'm waiting for a clarification if anyone have seen something similar.
