Isolation of gravity sewers in wet wells

I looking for the state of the art practices in isolating incoming gravity sewers in the wet well of a pumping station. Legacy design generally has a penstock located on the pump well wall. Invariably this hasnt been exercised and cannot be closed. Safety requires two independent means of isolation before crews can get into the wet well to repair the first penstock.

Freezing generally isnt an option as the pipes are buried. AIr bags are used with scepticism.

We are looking for a temporary and permanent solutions. We have 350 pumping stations to upgrade over the next 3 years so the manufacturers should be very interested.
