Jacket Opening

Hello Everyone,
If Jacket O.D is 1000mm than as per Appendix:9-4(b) 100 mm opening is not acceptable??
i think i am missing something !!

"...the maximum size of opening need not exceed 2 in. (50 mm) pipe size (DN 50) for all diameter vessels". That is, 100 mm opening is not acceptable.
No, there is nothing added somewhere else in the code.

Customer asking for 100mm nozzle on jacket, so it is against the App.9-4 OR as it it nozzle not the inspection opening it is not applicable??
