Jacking and Boring in Aggressive Soils

I have a project that requires jacking & boring 400 feet of 48-inch pipe. The pipe will be used as a storm drain, and no separate casing pipe is to be installed. The pipe is to have 10 to 12 feet of cover and will operate under pressure flow. There is a concern with the use of steel pipe because the soils are aggressive (pH = 4.4, resistivity = 18,400, Chlorides = 33, and Sulfates = 16). If the steel is coated to improve its resistance to corrosion, the coating could be damaged by welding the pipe or from friction as the pipe is pushed through the soil. Any suggestions as to a suitable alternate to steel for a sleeveless jack & bore pipe?

Please keep in mind that a casing larger than 48" is undesirable due to surrounding properties and utilities.

you could jack reinforced concrete pipe, but this would reduce the capacity of the storm drain. Why not protect it with cathodic protection?
 
Kubota of Japan manufacture ductile iron jacking pipe with an integral exteranl concrete sleeve and internal cement mortar lining, but it may not be available in the US. A 1200mm nominal diameter has an external dia of 1362 and internal dia of about 1198mm.
