Is this a healthy way of installing the jaw Coupling? As you can see the shaft is not fully inserted in the coupling due to some dimensional restrictions. Is it OK?

No.

The key length will be designed for full length connection and could easily break when full torque is applied or fatigue out when multiple start stop occurs.

What percent is this inserted?

For me it's a maybe, depends on the length of engagement compared to the power /torque being transmited, a design check or a call to the manufacturer would clear it up for you.

It is a capital mistake to theorise before one has data. Insensibly one begins to twist facts to suit theories, instead of theories to suit facts. (Sherlock Holmes - A Scandal in Bohemia.)

I can tell you now the vendor won't say anything less than 100% engagement.

Would you set off on the motorway with only two wheel nuts instead of four??

I can only guess that either the hub or the shaft is tapered.

Being less than 50%, could well be a big problem.
