the specs is calling for JIC, Joint industrial council, drawings for the generator

can anybody tell me what is this

The Joint Industry Council (JIC) was an organization of interested companies and associations primarily concerned with safety, efficiency and maintenance of electrical apparatus as related to machine tools and similar industrial equipment. This concern lead to the publication of two Advisory Standards.

It probably means that they want the format of the actual drawings themselves to conform to JIC standards, i.e. symbols, nomenclature, drawing sizes etc. Usually that requirement is added because if the machinery comes from another country where IEC standards are used, electricians in North America generally cannot recognize the symbols, terminology for actions may not mean the same thing and printers cannot match the drawing sizes used.
