Jo Bolts and checking after installation

On Jo Bolt (NAS1669 nominal)protruding head type I have installed iaw material thickness and selected appropriate grip in the various sizes I am using -3,-4,-5. The fasteners break off within limits and those that i can see have a good head form. Problem is they rotate. Now does anyone know of a torque ie -3@4"lb and-4@6"lb say that is in a Navair or TO. I am installing with PS870B2 and allowing to cure over 2 days and still rotate. Any legal advice appreciated.

Make sure you check to be sure you are using the correct drill size for correct diameter. Being one drill size off will make them spin even though they pull good.

Acc your post I,m sure the problem is hole size, not torque.
Holes should be checked with a plug- type GO/NOGO gauge to assure accuracy
