WHY CANT I SEAM TO CHANGE THE DIMS, THE TOLERANCE/PRECISION BOW ALLOWS YOU TO CHANGE THE TRAILING ZERO'S
DEFAULT IS .XX IE TO DECIMAL PLACES BUT IT ROUNDS UP TO A WHOLE NUMBER?

What are your document properties UNITS (not dimensions) set to?
 
If you have 2 trailing zeros and the real dimension is, for example 10.997, the result will be 11.00 and it's correct. Could this represent what is happening to you?

In 2005, look in Document Properties. Under dimensioning Standards there is is a section delineating how you want the trailing zeros to appear. If it is set to 'smart' it will omit the zeros regardless of other settings and tolerance specifications. Set it to 'show' and they will appear as you want them.
