Justification of use of 8620 carbon steel for ASME B31.3 1

I am trying to find a way to justify the use of ASME SA29 8620 (formerly known as AISI 8620) low-alloy carbon steel for non-standard pressure-containing product for ASME B31.3 applications.

SA 29 is not listed under acceptable materials in Appendix A, so I was wondering if anybody else had encountered this issue.

For use of unlisted materials, review ASME B31.3 2004 edition, Paragraph 323.1.2. You can use this material provided you establish and verify adequacy of design in accordance with the rules in B31.3.
 
Just out of curiousity, what is this material going to give you that you can't get from one of the standard materials listed in B31.3?
