Could anyone please give me a website that lists some of the KEMA requirements for the 3mm gap creep distance.

Usually Creepage and Clearance specifications are related to a product standard. If you can tell me what the product is or what it will go into I can give you the creepage and clearance requirements based on an EN or IEC standard. I beleive KEMA is a EU agency and not a standards house. Christopher Caserta
