Kiefer & Chu ("Chicago Storm") information

Can anybody send me (fax, pdf, hardcopy) a copy of the paper by Kiefer & Chu that appeared in Vol. 83, No. 4 of ASCE's Journal of the Hydraulics Division, titled: "Synthetic storm pattern for drainage design"? I think it's the Bermuda Triangle of journal articles. I've checked all the university libraries in my area, and they either: 1) have all volumes except 1957, or 2) start their holdings at 1958!

Also, does anybody have a good algorithm to calculate the A, B, and C constants for a given IDF curve? I've programmed a Marquart-Levenberg routine, but it doesn't work as efficiently as I'd like.

The program, SMADA, written by Wanielista and others has a built in utility routine for calculating IDF and many other types of curves.
