KMnO4 dosage trouble 1

Hello to all! I will begin with a short intro .. I got into this industry treating surface water (Bow River - Calgary), and have since moved to high quality ground water.
The trouble I am having is this. We dose KMnO4 to our GSF in one of our plants, but nobody (including my boss) knows anything about it.. I am trying to optimize my dosages, and am not sure how hot I should mix my chemical! For a regeneration, we run about 10%. After doing much math, I discovered we were only running 0.065% strength. I tried doing some independant research, but can't seem to find the answer I am looking for... How hot do you all build your mixture for this?
Any help would be much appreciated, I can optimize as soon as I know how strong I should make this...
