Good morning,

Can you advise if it possible to heat treat L114 tube (20mmOD x 2mm Wall) from T4 into T6?

If the temper is achieved strictly through heat treatment, then probably yes.
If it depends in any way upon mechanical or thermomechanical treatment, then very likely not.
Contact a manufacturer and learn the processing route for this alloy.
