What can one do when filter performance data is unknown? At best, I am told the filter will reduce airflow by 10% when clean and reduce airflow by 40% when dirty. At best, this is loose layman talk for there is no way to correlate this to a fan curve. Actual dP values at given flows would best. So, now what? (I need this to analyze an existing system to see how to improve upon the existing situation.)

Most likely, this filter is a MERV 4 of washable material (nylon or polyester). The filter is 1/4" which , I understand, it a custom job which no one cared to bother to test to develop a performance curve.

You could place a dP across it. Or replace it with a reputable manufacturer's filter with published data.
