The Lag screws lateral strength on chapter 11 of the NDS from a side plate to a main member say to be based on a penetration of 8D. Does anyone knows how the strength increases if a penetration depth of 16D is used instead.

Not totally sure but I don't think you get an increase in lateral strength from going beyond the minimum required penetration.

8d may be all that is needed to develop the shear strength of the screw.

Shear does not increase with depth, once fixity is achieved. As Mike notes, when you get to a point (8d is reasonable), then there is no further increase.
