Land Development Process

Hello,
I work for a small firm doing site/land development and stormwater management. I am a professional civil engineer and have essentially been working by myself with the exception of survey work for the past 11 years. We finally have some support staff in the office and I have been tasked with not only completing my projects but managing other staff with pieces of projects (they do not yet understand the land development process so I give them pieces that amount to the completed project until they feel comfortable enough to do it on their own). I have close to 70 projects in total that are all your typical Land Development type project both commercial and residential. Each project is its own beast with tons of moving parts, but the same categories to get approval remain which are planning and zoning, Department of Transportation, fire marshal, engineering and finally sanitary sewer approval. I find myself trying to figure out where everything is and struggling to find good stretches of time to focus on my own design work, which in turn delays projects. The support staff is great, but they have limited knowledge of what to do. For instance I can't exactly give them a stormwater design to figure out without them asking a million questions interrupting me further. Lol.

What is your typical design process for a land development project? How do you keep track of where your projects are and when they are in review and when they are not? Thank you!
