Lane Distribution Factor (LDF)

For Design of pavement, for two lane one way traffic, IRC recommends that we use 0.75 x Two way traffic. ie. Lane distribution factor of 0.75
Is there any method of determining Lane Distribution Factor?

It looks like various design authorities have default values; see pg 4 of

Others may have different values.
