Lapwelding of API650 Tank floor 1

Hi All,

Can some one one clarify the issue indicated on the attached sketch?

Question is....

Say one floor plate (say plate 3) is at botom and on the edge it lap welded to plate 2 and 1 on top. on the joint of plate 2 and 1 (say plate 1 is between plate 2 and 3), does we need to weld plate 1 to 3?
