Could anyone provide me with a design code or standard for the design of a vessel operating under vacuum (-22 kPa)condition? Internal pressure is only liquid level. The vessel is a large diameter (7000mm) absorber with a 15 degree top cone, flat supported bottom and a large rectangular opening.

If the diameter to shell thickness ratio is less than 1,000 then use ASME Sec. VIII methodology. If this is a non-ASME vessel with D/t > 1,000 (such as API 650 tank), then the external pressure design of the shell can be evaluated using the David Taylor Model Basin Formula. This is given in formula (3-6) in Part III of Volume II of "Steel Plate Engineering Data".
