Large Drop Sprinklers vs. Encapsulated Commodity?

In the NPPA 13 code, the Design Criteria (ex. table 16.2.2.1) fore Large Drop and Specific Application Control Mode sprinklers does not relate to whether or not the commodity is encapsulated. This really concerns me, because it is a huge factor in the classification. As opposed to this the design tables fore Standard Spray and ESFR sprinklers DO relate to whether or not the commodity is encapsulated. Really confusing I think.
I hope somebody know the reason why?

Factory Mutual told us (during my previous career) that the large drop sprinklers depend on direct water application to the burning fuel (due to the significant volume of water being discharged) to gain rapid control of the fire and, to a lesser extent, on prewetting/cooling. We were told encapsulation was not a factor when large drop sprinklers were utilized. I assume this determination was developed based on the test results performed by Factory Mutual when they originally developed and tested the large drop sprinklers. They probably used the higher design criteria (i.e. what was required for encapsulated will still work well for unencapsulated) and called it a safety factor.
