Larger Seismic Loads? UBC vs IBC

I just have a quick, general question. All things being equal, which code typically gives larger seismic loads - UBC (97?) or IBC (2000).

It varies depending upon location. A seminar I went to when the IBC first came out said that there were big increases in Boston, Charleston, and the New Madrid area while there were big decreases in Sacramento. The forces can vary significantly within a few miles if you are close to known faults.
