Lateral Design for Pool Shells in Highly Expansive Soils

I have a geotechnical reviewer asking for a pool shell design to resist lateral earth pressures that will be generated by highly expansive soils. The EI was tested using the ASTM method and found to be 160. The reviewer has refered me to Section 1815 of the 1997 UBC but that only deals with slabs on grade.

Can someone suggest a good geotechnical references dealing with latreral forces from expansive soils? If unrestrained at the surface on level ground, will lateral forces develop and how do you determine the horizontal forces?
