Lateral load based on Wind load

Hi Guys,
I have question about "how to estimate lateral load" from given wind loads.

I am designing a pile foundation for a car port. Wind loads(w) and earth quake loads (E) are given.
In designing the pile, "how to estimate the expected lateral load" from these?

Any standard or book reference also will help.

"The expected lateral load" should be calculated by plugging the wind or seismic load into the load combinations of your governing local code.
