A liquid CO2 storage tank is not in cryogenic service (here, I mean cryogenic as defined by NIST as being lower than -150 oC or -240 oF). The usual conditions under which liquid CO2 (LCO2) is stored are 250 psig and -8.3 oF (saturated conditions). Usually, it is common practice to use conventional LPG "bullet" type tanks for this service, with extended nozzles and appropriate insulation.

I have designed and operated many of these tanks in varying capacities and orientations. Most orientations have been horizontal. Commissioning has been very routinely carried out as with any other ASME section VI pressure vessel that is insulated. Depending on the size and whether the vessel is rated for vacuum service, we have removed the initial contained air and/or replaced it with vapor CO2 prior to use. One additional detail I would mention is that, as inferred above, this vessel is subject to shrinkage since it will undergo approximately a 80 - 90 oF temperature reduction. Therefore, careful inspection and shrinkage allowance should be designed and allowed during commissioning. For example, if the tank is on two saddles, one saddle is always anchored while the other is designed for movement. Any fixed piping should take this movement into consideration.

I can't give you all the commissioning details for lack of space here, but I'm sure you can figure out the necessary precautions taking the application's characteristics into consideration. Besides, a commissioning manual should be specific to the tank in question since there are a variety of configurations, piping, pumping, structural, etc. that has to be considered in each case.
But I hope this helps out.

Montemayor,

Thanks for your valuable input on this matter. I just recently finished the procedure for tank commissioning. I will just "ring the bell" in case there is a problem.
